  • Bitwise’s Hougan says Q3 charts point to ‘crypto spring’

Bitwise chief investment officer Matt Hougan says Q3 may have been one of the best quarters in crypto's history, pointing to a sharp price rebound and growing onchain markets as signs of a 'crypto spring'. Bitwise's large-cap crypto index rose 46.4% in the quarter, and U.S. spot Bitcoin ETFs drew $6 billion in inflows, bringing year-to-date net flows back into positive territory. Tokenized equities grew 65.5% to nearly $3.2 billion, and open interest on decentralized perpetual futures hit a record near $26 billion. Bitcoin rose 42.3%, Ether 69.1% and Solana 59.2%, while Bitcoin miners Riot Platforms and Hut 8 fell 26.4% and 25.4%, and the index remains down 6.2% for the year. Bitwise expects the SEC's innovation exemption to pull billions more in tokenized assets onto blockchains in Q4.

  • Largest Philippines crypto exchange, Coins.ph, said to face central bank regulatory action

Coins.ph, the largest crypto exchange in the Philippines with over 18 million customers, is reportedly facing punitive action from the central bank over alleged service to offshore gambling firms, according to two people familiar with the matter. Earlier this month, Bangko Sentral ng Pilipinas reportedly restricted deposits made through its main wallet firm, DCPay Philippines, after several senior compliance staff, including CCO Lexi Herrera, left this year. The alleged infractions are serious enough that the exchange could lose its license, and it reportedly controls about 75%–80% of peso-to-stablecoin liquidity in the Philippines. Neither Coins.ph nor the central bank responded to requests for comment.

  • Ledger asks resellers to halt sales in Southeast Asia and Hong Kong

Ledger has asked resellers and distributors in six Southeast Asian countries and Hong Kong to suspend sales and remove its hardware wallets from shelves while it investigates reports of tampered devices. The request covers Indonesia, Singapore, Thailand, the Philippines, Vietnam, Malaysia and Hong Kong, and expands an earlier request to reseller CryptoBilis. Ledger says the only confirmed incidents remain in Southeast Asia and it has not verified a drain linked to a device bought elsewhere, though users in Europe have reported suspected tampering in devices bought from retailers. The company says there is no indication that its infrastructure, systems or direct sales channel have been compromised.

  • Strive raising $500 million to buy additional bitcoin with new preferred share class

Strive (ASST) is launching an IPO of a new perpetual preferred stock, SATS, offering a 15% fixed dividend. It aims to sell 5 million shares at $100 each, raising $500 million for bitcoin purchases, income-producing assets or stock buybacks. SATS ranks junior to the existing SATA preferred, which pays a variable rate currently at 13%, and the company plans a dividend reserve covering the first 18 months of SATS dividends at closing. Last week Strive bought 3,311 bitcoin, bringing holdings to 32,773 coins worth about $2.7 billion, up from below 20,000 coins three months ago.

  • BNY, Citadel Securities test tokenized U.S. Treasuries to speed up Wall Street financing

BNY and Citadel Securities said they completed a transaction using tokenized U.S. Treasuries, showing how blockchain could help move collateral between settlement and financing more quickly. The aim was to show that tokenized government bonds can move from settlement into financing, letting firms reuse collateral sooner and free up cash. BNY plans to add more digital cash and tokenized deposit capabilities and to extend the operating hours of its traditional settlement systems, aiming to match European and Asian trading hours next year. Other major firms, including BlackRock, Franklin Templeton and JPMorgan, have also embraced tokenized funds and securities.

  • OpenAI Engineer Arrested for Bugging Office, Company Says AI Caught Him

The FBI arrested OpenAI engineer Abdulrahman Alfozan on Oct. 9 over an alleged encrypted audio recorder hidden behind a television in an executive conference room in San Francisco, reportedly installed around Sept. 28. The criminal complaint says a chatbot account tied to his spouse asked how to build, hide and remotely access such a recorder days before it was installed. OpenAI says its own models helped identify the employee, that it has no indication model weights, source code or customer data were accessed, and that the employee was terminated. Charged with using a device to intercept oral communications, he faces up to five years in prison and a $250,000 fine if convicted, with a detention hearing set for Oct. 19.

  • Character.AI Files for Bankruptcy as Disney Bids $20 Million—And Users Get Grief Resources

Character.AI filed a voluntary Chapter 11 bankruptcy in Delaware on October 12 to sell itself under court supervision, and said the platform will be wound down if no buyer keeps it running. Disney is the opening bidder with $20 million for a non-exclusive, perpetual license to some of the company's intellectual property and certain legal claims, plus transition services; the sale is expected to close in late November or early December. The company estimated its assets and liabilities at $50 million to $100 million, and reported an operating loss of about $8-9 million per month while struggling to raise new capital amid lawsuits over user safety. It had earlier banned users under 18 from open-ended chats with its characters. The company also directed users with AI companions to mental health resources.
