On the morning of 18/10, Minister of Construction Tran Hong Minh, on behalf of the Prime Minister, reported on implementing National Assembly Resolution 66/2013 and concluding investment in the Ho Chi Minh Highway, a 3,183 km route from Pac Bo (Cao Bang) to Dat Mui (Ca Mau). The project is expected to be substantially completed end to end at a minimum 2-lane scale by the end of this year, using National Highways 32 and 21. So far, 2,488 of the 2,744 km main route is complete, 168.5 km across three projects is under construction, and 777.5 km has been upgraded to expressway standard. The National Assembly's Committee on Science, Technology and Environment said the project is 6 years behind the 2020 target, with the Rach Soi - Ben Nhat and Go Quao - Vinh Thuan sections pushed to Q1/2027. The committee urged the government to reconcile project data, quantify extra costs from the delays, and assign responsibility to each agency.
