Cuba's position in 2026 is shaped by US pressure, Russian and Chinese support, and an EU review of its 2016 cooperation agreement. The US declared a national emergency over Cuba on 29 January 2026 under Executive Order 14380, allowing extra tariffs on countries that supply oil to the island, and those tariffs were ended on 20 February 2026. Order 14404 later created a sanctions list that named GAESA, President Miguel Díaz-Canel and Banco Internacional de Comercio. Oil supplies from Venezuela and Mexico were disrupted from January 2026, and a Russian tanker brought about 730,000 barrels on 31 March 2026 while China sent rice and solar equipment. On 18 June 2026 the European Parliament voted 283 to 199 to urge suspension of the 2016 agreement.
