- Frank Elderson: Interview with Die Presse
In an interview with Die Presse, ECB Executive Board member and Supervisory Board Vice-Chair Frank Elderson argues that the 2008 financial crisis cost far more than bank regulation, and that post-crisis reforms made European banks better capitalised, more liquid and more profitable on average. He says simplification is not deregulation and notes the ECB has already cut reporting obligations and sped up processes. He identifies fragmentation as Europe's biggest competitiveness obstacle, since cross-border banking remains limited, and calls for completing the Single Market, the savings and investments union and the banking union, including a European deposit insurance scheme. He argues simplification and integration must advance together in the European Commission's banking reform package, and that Basel standards keep competition based on efficiency rather than the weakest rules.
- ECB develops new indicators to monitor euro area bank vulnerabilities
The European Central Bank has developed two new quarterly indicators to monitor euro area banks' vulnerabilities between regular stress tests. The Stress Vulnerability Index (SVI) estimates how much bank capital could be depleted under adverse scenarios, while the Profitability Vulnerability Index (PVI) assesses pressure on current earnings and banks' ability to generate capital internally. Both indices rose during the global financial crisis and the European sovereign debt crisis, and both were strongly associated with the likelihood of banks receiving state aid. The paper supports a cautious approach to maintaining capital buffers, since the SVI stayed slightly elevated even as profitability improved.
- UniCredit Commerzbank Takeover Wins ECB Approval
UniCredit, Italy's second-biggest bank, said on Thursday it had received European Central Bank (ECB) authorization to take over Commerzbank. The approval follows a hostile bid that concluded in July, which lifted UniCredit's stake in the German bank to 48%. The ECB's green light allows UniCredit to receive Commerzbank shares tendered under the €45 billion offer. The move could create the largest cross-border banking deal in Europe since the 2008 financial crisis.
- The Banks Locked Agents Out. This Week an Agent Paid an Invoice Through the Front Door.
Between October 13 and 16, JPMorgan Chase, Bank of America, Citi, Schwab and Wells Fargo restricted AI agents from consumer accounts through four hard blocks and one contract rewrite. JPMorgan CEO Jamie Dimon called the move a “liability transfer,” citing unverified agents, shared customer credentials and unassigned liability. In contrast, a live Visa, BILL and Billtrust B2B pilot uses the Visa Trusted Agent Protocol so a BILL Payment Agent, registered in Visa's Agentic Directory, can authenticate to supplier portals without shared credentials. The agent only executes payments already approved by the buyer, using tokenized credentials. The model targets supplier invoices by accepting card payments, which could help suppliers get paid faster and improve Days Sales Outstanding.
- One platform, countless utilities for household businesses – KienlongBank MyShop 5.0
KienlongBank has launched MyShop 5.0, an AI- and data-driven platform that brings sales, payment collection, cash-flow management, e-invoices, digital signatures and tax-filing support for household businesses into one unified ecosystem. Users can manage products, orders, business reports and staff permissions, and use dedicated payment accounts with static and dynamic QR codes. By linking with KienlongBank Plus, they can check balances and statements and transfer money directly. Under the “Con đường MyShop” program in several localities, eligible shops receive a gift package worth up to 3 million VND, including 2 desktop QR displays, a Paybox 32 transaction notifier and 1 outdoor umbrella. The bank says the platform aims to bring smart banking technology to each point of sale.
- ECB says AI , greener economy help euro zone weather energy shock
The European Central Bank said in a blog post that the euro zone has weathered this year's energy shock better than expected, helped by lower reliance on fossil fuels, stronger fiscal support and an AI investment boom. ECB economists estimate the economy now depends on oil only about half as much as in the early 1990s, and higher renewable and nuclear generation has weakened the link between gas prices and electricity costs in several countries. AI-related trade has become an 'important tailwind,' and the fiscal impulse of 0.5% of GDP was twice the size expected at the end of last year, mainly due to German spending on defence and infrastructure. The economists warned that much of this support may prove temporary and that the bloc could be exposed if geopolitical tensions worsen or energy markets face fresh disruption. The findings come as the ECB debates further interest rate increases to curb an energy-led inflation surge, with a third hike of the year expected in December.

- Trump to throw spotlight on overseas crypto abuses at White House event
President Donald Trump is set to highlight his administration's efforts to pursue overseas crypto criminals at a White House cybercrime event on Wednesday, according to an official. U.S. law enforcement has halted about $833 million in crypto tied to overseas scams, and 503 fraudulent crypto websites have been seized under the Homeland Security Task Force. Authorities have also informed almost 9,000 U.S. citizens that they are being victimized. The transnational criminal organizations behind these scams have stolen tens of billions of dollars from Americans, and the Treasury formed a multi-agency Scam Center Strike Force in November. Meanwhile, Trump's personal crypto ties may have become a political liability as the midterm elections approach in a couple of weeks.

- Musk's SpaceX-Tesla Merger Would Create a Bitcoin Treasury Behemoth
Elon Musk said the boards of SpaceX and Tesla have formed special committees of independent directors to weigh a merger, while cautioning that a deal is not a certainty. Combined, the two would hold 30,221 BTC, worth roughly $2.5 billion at a Bitcoin price near $83,000, making it one of the largest non-mining corporate Bitcoin treasuries. Tesla reported 11,509 BTC in its latest quarterly filing, while SpaceX disclosed 18,712 BTC in its S-1 ahead of its June IPO, a stash largely invisible to public markets and more than double previous blockchain-tracker estimates. The combined cost basis is around $1 billion, implying an average buy price near $35,000 per coin. A merger would not change Bitcoin itself but would alter governance and accounting, placing the holdings in one public company subject to quarterly disclosures; neither company has signaled plans to buy or sell.

- Chainlink, Cardano, other blockchain groups push SEC for clearer crypto rules
Six major blockchain organizations, including Chainlink Labs, Cardano Foundation, Hedera, Aptos Labs, Ava Labs and Stellar Development Foundation, urged the SEC in a joint letter dated Oct. 20 to formally classify digital commodities as non-securities. They argued that interpretive guidance alone leaves legal uncertainty, and that this classification should be written directly into the proposed Regulation Crypto Assets framework. The letter also asks for clarity on how securities laws apply to secondary-market transactions, as well as on staking and other activities tied to decentralized blockchain networks. The SEC's proposal, introduced in August, drew roughly 140 public comments over 60 days, and the consultation closed on Tuesday.
- Government to submit new resolution on wage policy to Central Committee
Deputy Prime Minister Phạm Thị Thanh Trà said during a group discussion on the afternoon of Oct. 21 on laws covering labor, employment and social insurance that the Government is drafting a proposal to report to the Political Bureau. The proposal is expected to go to the Central Committee at its Fifth Plenum to issue a new resolution on wage and social insurance policy, replacing Resolutions No. 27-NQ/TW and No. 28-NQ/TW. According to the Deputy Prime Minister, the current amendment to the Social Insurance Law mainly addresses immediate issues such as expanding coverage, while a more fundamental and comprehensive revision will follow the new resolution. For the Employment Law, the focus is cutting unnecessary licenses and reviewing rules on labor leasing, though simplifying procedures does not mean loosening management. Lawmakers also raised rules on depositing funds in joint-stock commercial banks with state capital, and the Government aims for safety, sustainability and timely payment of benefits.
