It requires gradually renewing evaluation mechanisms and pay and benefit policies based on job position, capacity and results, overcoming equal or across-the-board treatment and the tendency to favor rank, grade and seniority over work performance. Job positions must be defined by each agency's functions, tasks and outputs, not by current headcount, grades or quotas. The conclusion also bars mechanical application of staffing norms or average downsizing rates and calls for clearly delineated responsibilities among agencies to avoid overlap.
