- Vietstock Weekly 19-23/10/2026: Extending the Losing Streak
- Banks begin cutting lending rates
After the government directed banks to cut lending rates by 1.5–2% for production and business and priority sectors, some lenders have started to lower rates. Vietcombank chairman Nguyễn Thanh Tùng pledged to cut lending rates by at least 2% by year-end, while BIDV launched from October 15 a VND short-term loan program with rates from 6% per year, up to 2% lower than usual depending on tenor and sector. The moves are expected to ease financing costs for businesses in the fourth quarter, when capital needs typically surge, but access still depends on sector, financial health and cash flow. An expert noted that high funding costs could limit how far banks can cut rates, so businesses, especially small and medium enterprises, need to be able to actually access the preferential credit.
- Adding Electronic Transaction Rules to the Securities Law
Finance Minister Ngô Văn Tuấn presented the draft amended Securities Law to the National Assembly on October 17, proposing to amend 44 articles, add one and keep 91 unchanged. The draft adds rules ensuring the safety of electronic transactions in securities and allows securities companies to enter contracts with clients in forms permitted under e-transaction law. It also cuts administrative procedures and removes some licensing conditions for custody banks, settlement banks and fund management companies. The Economic and Financial Committee, chaired by Phan Văn Mãi, broadly supports the draft but asks that deregulation be tied to supervisory tools, that controlled pilot testing have clear rules, and that AI and algorithmic trading be overseen.
- Fourteen of 15 key targets for 2026 to be met or exceeded: PM
Prime Minister Lê Minh Hưng told the opening sitting of the second session of the 16th National Assembly that 14 of 15 key socio-economic targets for 2026 are expected to be met or exceeded. GDP grew 9.95 per cent in the third quarter and 9.01 per cent over nine months, with state budget revenue estimated at VNĐ3.06 quadrillion (US$118.17 billion), up 14 per cent, and the budget deficit at around 4.1 per cent of GDP. Industry and construction grew 11.21 per cent, foreign trade turnover rose 30.4 per cent with the full-year figure projected at $1.11 trillion, and registered FDI reached $50.36 billion, up 76.4 per cent. Hưng acknowledged pressure on macroeconomic governance and inflation control, elevated interest rates, and SMEs' ongoing difficulties in accessing land and credit. For 2027, the target is GDP growth of 10 per cent or higher, with average CPI growth around 4.5 per cent, while Việt Nam ranked 43rd of 139 economies in the 2026 Global Innovation Index.
- Choosing the right breakthrough to reach a growth target of 10% or higher
Phan Van Mai, chair of the National Assembly's Economic and Financial Committee, said reaching a growth target of 10% or higher in 2027 depends on choosing the right breakthrough and improving implementation, productivity and economic self-reliance. The committee's review says growth is high but its foundations are weak: the four largest localities, which account for nearly 47% of national GRDP, are all expected to miss their 2026 targets. Exports rose 24.5% while imports rose 36.7%, leaving a trade deficit of US$19.42 billion. Average CPI for nine months rose 4.52%, and credit growing faster than deposit mobilization added pressure on macroeconomic stability. Public investment disbursement reached 62.9% of plan, but 37% of disbursed funds were unrecovered advances. The report urged the government to set clear responsibilities, deadlines and outputs.
- Vietnam govt proposes double - digit GDP growth target for 2027
The Vietnamese government has proposed a GDP growth target of at least 10% for 2027, along with per capita GDP of 6,100 U.S. dollars and consumer price inflation around 4.5%. Prime Minister Le Minh Hung presented the proposal at the opening of the second session of the 16th National Assembly, pledging appropriate management of interest and exchange rates and measures to lower lending rates. Credit would be directed toward production, exports, science and technology, and small and medium-sized enterprises. The government said 14 of 15 socio-economic targets for 2026 are expected to be met or exceeded, with GDP up 9.95% year on year in the third quarter and 9.01% in the first nine months.

- Cardano holders are being asked to bet $5 million on copper hitting a new record
Toto Finance is asking Cardano's treasury for 22 million ADA, about $5 million, to buy and tokenize copper, with voting closing Nov. 15. About two-thirds of the budget would buy copper stored in a COMEX-approved warehouse for 18 to 24 months before sale, while the rest covers storage, insurance, audits and Toto's work. If the full budget is spent and ADA's dollar price stays unchanged, copper would need to rise about 49.4% for the treasury to recover its investment, and there is no guarantee the treasury gets its original ADA back. Toto could receive up to 3.36 million ADA, roughly 15% of the request, and would keep its commercial rights to its tokenized-copper business. The proposal would use just over half of Cardano's remaining withdrawal allowance, which would not be replenished under existing rules.
- Bitcoin Core changes security policy as AI makes bugs easier to find
Bitcoin Core is changing its security disclosure policy because large language models have made some flaws easy to rediscover, so long embargoes offer little protection. Under the new policy, vulnerabilities deemed easily discoverable will be fixed as soon as possible across all maintained major versions, with security advisories published alongside the updates. Other flaws will follow severity-based schedules: low-severity bugs will be disclosed two weeks after the fix is released, while medium and high-severity bugs will be disclosed two weeks after the last affected release reaches End of Life, typically a year after the fix. The change follows a volunteer Bitcoin Red Team report of nearly 5,000 potential issues across 390 projects in August, though only about a fifth had been reproduced at that point.
- Asia FX steadies as oil surge weighs on risk appetite, yen holds gains
Asian currencies and the U.S. dollar were largely subdued on Friday as investors weighed rising energy costs and geopolitical tensions, while the yen held its gains after a safe-haven rally tied to concerns over global growth and tech valuations. The U.S. Dollar Index was flat at 101.60 by 03:33 GMT, near a three-week low and on track for a second straight weekly loss. USD/JPY edged up 0.1% to 156.90 after a nearly 1% drop in the previous session, as the yen reached its highest level in more than a month. Brent crude near $114 a barrel, after a 4% jump on Thursday following attacks in Saudi Arabia, raises inflation risks for energy importers such as Japan, India and South Korea. The Indian rupee extended its losses, with USD/INR up 0.3% to 95.109, while the yuan hovered near four-year lows; the Fed is expected to hold rates at 3.75%-4.00% on October 28, with ECB and BoJ decisions due on October 29 and 30.

APG Securities (APG) posted a pre-tax loss of nearly 108 billion VND in Q3 2026, compared with a profit of nearly 20 billion VND a year earlier, the largest loss among securities firms that have reported Q3 results. Financial expenses rose nearly 33% to 43.5 billion VND, mostly interest costs. For the first nine months, APG recorded a pre-tax loss of nearly 105 billion VND, against a profit of over 28 billion VND a year earlier, putting its 2026 pre-tax profit target of 20 billion VND under pressure.
