- Binance $6.3B record hack sparks pre-election political chatter
Binance suffered a hack of about $6.3 billion, described as the biggest crypto heist in history, and political and administration figures began weighing in as a US election approached. Binance said it would absorb the financial impact so users would not bear the losses, that about $3 billion of the stolen funds had been frozen, and that it was working with law enforcement and blockchain intelligence firms to trace the funds; the hack was widely attributed to a North Korean group. Republican Senator Cynthia Lummis cited the stalled Clarity Act, arguing it would let crypto firms freeze suspicious transactions when law enforcement asks, while Democratic Representative Maxine Waters criticized the push for deregulation and pointed to the Trump family's ties to Binance. The Senate failed to pass a cloture motion on the Clarity Act over disputed ethics provisions that would restrict officials and their families from issuing or profiting from digital assets, and CFTC Chair Michael Selig said the hack proved the need for crypto market regulation because offshore exchanges lack US-style safeguards.
- Many people send money to hackers asking for a cut of the Binance theft
Wallets holding 18,270 bitcoin stolen from Binance keep receiving small transfers from strangers with messages asking for a share, though none of these messages has drawn a reply. The senders have spent about $46 in BTC on them, excluding transaction fees. Others urged the hacker not to return funds to Changpeng Zhao or to accept deals with white hat researchers, while some used the attention to promote their own tokens. As of Nov 1, the attacker had begun swapping 970,522 stolen SOL, worth about $96 million, into bitcoin, and the breach is estimated at about $6.3 billion, with roughly $2.7 billion frozen by token issuers and partners. Binance says it has covered about 95% of the stolen value and is processing withdrawals in stages, but it has not published a full technical report, and US authorities have linked the group to North Korea.

- $3.6B flees Binance on reopen, THORChain co-founder opposes coin freeze: Hodler’s Digest
Binance has reopened withdrawals on 15 blockchain networks after the largest hack ever, in which North Korean hackers stole about $6.3 billion from its hot wallets. Since reopening, the exchange processed about $4.65 billion in withdrawals and received $1 billion in deposits, for a net outflow of $3.64 billion; founder Changpeng Zhao said 98% of users chose to stay, and about 95% of the stolen funds have been replenished. The FBI attributed the attack to the TraderTraitor group, while Elliptic estimated about $2.84 billion of the assets had been frozen on-chain. THORChain co-founder JP Thor opposed halting the protocol to comply with FBI demands, while Coinbase, Circle and Strategy shares fell sharply and Bitcoin bottomed around $76.5K before recovering to 77,745.

- Binance says phase one of withdrawals opens after $6.3B hack
Binance said it reopened the Bitcoin network in phase one of resuming withdrawals, after suspending user withdrawals following a hack of about $6.3 billion on Thursday that the FBI blamed on North Korean operatives. The exchange said it will reopen withdrawals in phases, prioritizing tokens based on user demand over the past week, with stability and security checks completed before each network reopens. Users may face congestion, longer processing times and temporary delays, so failed withdrawals should be retried after a short wait. Binance said on Saturday it had replenished 90% of the stolen assets, up from 80% a day earlier. Updates will be posted on its official X channel, and users can check the withdrawal page or the network status page.

- Hong Kong takes tokenized settlement to 24/7, plans stablecoin trials
The Hong Kong Monetary Authority said on Monday it has advanced Project Ensemble to allow 24/7 real-value settlement of tokenized transactions, which had been limited by the hours of the existing dollar settlement system. It plans to introduce tokenized central bank money as a foundation layer and to add regulated stablecoins to trials of tokenized Exchange Fund Bills, where recognized dealers have already completed secondary-market trades. Separately, HSBC CEO Georges Elhedery said its Hong Kong dollar stablecoin RedCoin, launched on Oct. 23, had reached 50,000 users about 10 days after debut, and that the bank is targeting 'multi-million users'. - Billionaire Tran Dinh Long Receives Good News from Japan
Tôn Hòa Phát exported about 8,000 tons of galvanized steel coil to Japan in Q4 2026, its first shipment into that market. To meet the JIS G 3302 standard, products must use Cr3+ or chromium-free surface treatment, and the shipment carries a Vietnamese certificate of origin (C/O) so the buyer can consider tariff preferences. Earlier in 2026, JICQA granted JIS certification for four product lines: cold-rolled steel, galvanized steel, galvalume steel and prepainted steel. In the first nine months of 2026, the company sold 307,000 tons, with exports making up 29.8% of sales volume, and its products have reached 29 countries and territories.
- Stocks Plunge as Several Shares Hit Their Floor Price
The VN-Index fell 30.9 points (1.77%) to 1,710 points in the November 2 session, as a morning recovery attempt failed and selling intensified in the afternoon after two months of consecutive corrections. Banks were the main source of pressure, with 24 of 28 bank stocks closing lower: VPB fell 6.1% to 21,550 dong and VCB dropped 4.8%, while NVB rose 5% to 14,700 dong after reporting nine-month pre-tax profit of 1,574 billion dong, up 140.6%. - Non-agricultural land tax: Potential risks and points to note
Under Decree 252/2026, non-agricultural land tax payers must pay once a year, by 31/10 at the latest; because 31/10 falls on a Saturday in 2026, the deadline moves to 2/11. Many homeowners, including those in townhouses and apartments, are unaware of the obligation, while some who have already paid still receive notices of unpaid or outstanding tax. The General Department of Taxation attributes this possibly to data that has not been updated or duplicate notices, and has ordered local tax offices to review data and handle complaints. Lawyer Hoàng Hà advises residents to check their obligations via eTax Mobile and keep contracts, land ownership certificates and payment receipts to request a review if needed. Deputy Finance Minister Nguyễn Đức Chi said responsibility for updating housing, land and tax data lies with state management agencies.
- Tesla registrations jump in Sweden, Norway and Denmark
Tesla's new car registrations in October rose sharply in Sweden (248%), Norway (131%) and Denmark (34%) compared with the same month last year, according to data from Mobility Sweden, OFV and bilstatistik.dk. The article attributes the gains partly to easier year-over-year comparisons, higher fuel prices, government incentives and continued growth in electric vehicle demand. Registration data from Britain and Germany, Europe's two largest car markets, is expected later this week. Tesla said it ended the third quarter with its largest passenger vehicle order backlog in four years.
